The terminology is off.
You want to keep velocity up in an NA app. That is one (of many) NA exhaust principles. This is why after a certain point, going bigger in your exhaust is pointless NA.
Just making more backpressure will not keep velocity up. The correct pipe size and the least restrictions (which cause "backpressure") will result in the best performance.
